VSDX is the native file format of Microsoft Visio. Its internal structure is closed, so the reliable way to create a VSDX is to open or import your artwork in Microsoft Visio and save it there.

A PNG is a flat image

Even after importing, a PNG is pixels — not the editable shapes, text and layers a VSDX is designed to hold. So a direct PNG → VSDX conversion wouldn't give you a truly editable document anyway.

Not by converting an image. VSDX files are created in Microsoft Visio (or a compatible editor). Free tools can give you a vector — SVG, PDF or EPS — that you then import into Microsoft Visio.
