No, and neither can any other third-party tool. Wilcom encrypts the stitch data inside an EMB, so only Wilcom’s own software can export it. What we can do is digitize your artwork into a brand-new DST or PES.

The EMB is sent to our server to be parsed, then discarded — it is never stored. (Our other embroidery viewers parse in the browser; EMB needs server-side parsing because of its compound-document structure.)
They are unrelated despite the similar name. EMB is Wilcom’s design format; EMD is an Elna/Melco machine format. If you have an .emd file, use the EMD viewer instead.
